I found out a small piece of more specific information (though still
not a complete cure or understanding).  I didn't like having to
disable VirusShield's background scanning to get the subprocess stuff
to behave.  I'm too dumb to remember to turn it back on (and I'm too
dumb to remember to disable it until I see some subprocess thing just
sitting there waiting for the timeout).

At least as of McAfee VirusShield 3.0.2, there is a configuration
check box called "Scan disks on Access".  The help says that it will
"scan for viruses on floppy disks which are accessed".  That seems
generally useful, but if you uncheck the box, the A: drive problem
goes away.  Since you probably only care about the A: drive problem if
you have a detachable floppy drive that usually isn't in use, you
might like to disable that check.  Of course, when you are actually
using the floppy drive, you should probably turn checking of it back
on.
